• Nigerian Content Development and Monitoring Board (https://ncdmb.gov.ng/)The Nigerian Content Development and Monitoring Board (NCDMB) was established in 2010 by the Nigerian Oil and Gas Industry Content Development (NOGICD) Act. NCDMB is vested with the mandate to make procedures that will guide, monitor, coordinate and implement the provisions of the NOGICD Act signed into law on April 22, 2010.
    Key functions of the Board include:
    • To review, assess and approve Nigerian Content plans developed by operators.
    • To set guidelines and minimum content levels for project related activities across the oil and gas value chain.
    • To engage in targeted capacity building interventions that would deepen indigenous capabilities – Human Capital Development, Infrastructure & Facilities, Manufactured Materials & Local Supplier Development.
    • To grow and manage the Nigerian Content Development Fund.
    • To establish, maintain and operate the Joint Qualification System (NOGICJQS) in conjunction with industry stakeholders.
    • To monitor Nigerian Content Compliance by operators and service providers. This will be in terms of cumulative spending, employment creation and sources of local goods, service and materials utilized on projects and operations.
    • To award Certificate of Authorization for projects that complies with Nigerian Content provisions.
    • To conduct studies, research, investigation, workshops and trainings aimed at advancing the development of Nigerian Content.
  • Oil And Gas Trainers Association Of Nigeria (https://ogtan.org.ng/)OGTAN is the independent umbrella Group of Training Services Providers in the Oil and Gas Sector established by the Nigerian Content Development and Monitoring Board in 2010, representing the Education and Training Sectorial Group of the Nigerian Content Consultative Forum (NCCF) under Section 58 of the NOGICD Act (2010), with the purpose to build local human capital capacity in the Nigerian Oil and Gas industry and act as a business group that interfaces with Operators, International Organizations and the Nigerian government.

  • Nigerian Upstream Petroleum Regulatory Commission (https://www.nuprc.gov.ng/)NUPRC has the statutory responsibility of ensuring compliance to petroleum laws, regulations and guidelines in the Upstream Oil and Gas Sector. The discharge of these responsibilities involves monitoring of operations at drilling sites, producing wells, production platforms and flow stations, crude oil export terminals, and all pipelines carrying crude oil, natural gas, while carrying out the following functions, among others:
    • Supervising all Upstream Petroleum operations being carried out under licences and leases in the country.
    • Monitoring Upstream Petroleum operations to ensure that are in line with national goals and aspirations including those relating to Natural Gas Flare elimination & monetization, Domestic Gas Delivery Obligations and Domestic crude oil supply obligations.
    • Ensuring that Health Safety& Environmental regulations conform with national and international best oil field practice.
    • Maintaining records on upstream petroleum operations, particularly on matters relating to petroleum reserves, production/exports, licences and leases.
    • Advising Government and relevant Government agencies on technical matters and public policies that may have impact on the administration and upstream petroleum activities.
    • Processing upstream petroleum – related applications for leases, licences and permits.
    • Ensure timely and accurate payments of Rents, Royalties and other revenues due to the government from upstream petroleum operations.
    • Maintain and administer the National Data Repository (NDR).
